Open Season Request Window Closes August 6, 2026, 4:00 p.m. Saskatchewan time.
In association with the upcoming Nova Gas Transmission Limited 2030 - 2032 NGTL Intra-Alberta FT-D Service Offering ("Offering") Service Offering, Many Islands Pipe Lines (Canada) Limited (MIPL) has evaluated system capacity and is offering existing capacity and future expansion capacity at existing interconnects through an upcoming Open Season.
This Binding Open Season is intended to allow Customers to secure service for a term of fifteen (15) years for up to:
- 80,000 GJ/d commencing as early as November 1, 2030 at Cold Lake; and
- 60,000 GJ/d commencing as early as November 1, 2030 at Unity, SK.
Service awarded through this Binding Open Season is subject to the applicable terms and conditions of the MIPL Tariff.
Background
NGTL has posted an offering for expansion service for approximately 500,000 GJ/day available in three tranches as follows:
- November 1, 2030 - up to 75,000 GJ/d;
- April 1, 2031- up to 300,000 GJ/d; or
- April 1, 2032 - up to 125,000 GJ/d.
In association with this offering, MIPL is offering potential capacity of up to:
- 80,000 GJ/day at the Pierceland-Cold Lake border MIPL Interconnect; and
- 60,000 GJ/day at the Macklin-Unity border MIPL Interconnect.
MIPL Pierceland-Cold Lake Interconnect:
The Cold Lake MIPL interconnect has approximately 17,000 GJ/day of existing capacity without any capital expansions required. MIPL is also prepared to invest the necessary capital to proceed with a capacity expansion of an additional 63,000 GJ/day downstream of the Cold Lake interconnect should MIPL Customers be successful at securing capacity through the upcoming NGTL Expansion Service Offering. The map below shows the location of the interconnect and the associated MIPL facilities. Note: Provision of capacity on the MIPL pipeline shall have no inferred rights to capacity downstream of the interconnect with TransGas. All requests for capacity on the TransGas system must be directed to TransGas.
MIPL Macklin-Unity Interconnect:
The Macklin-Unity MIPL Interconnect is currently at capacity downstream of the AB/SK Border, meaning that there is no existing capacity available for immediate award. MIPL is prepared to expand facilities to accommodate an increase in flows downstream of the border of up to 60,000 GJ/day, but only as far as the Macklin Compressor Station. This means that Customers requesting capacity through the NGTL Service Offering must be prepared to provide customer contributions to support (an) expansion project(s) to get this gas from TransGas’ receipt point to the desired delivery point in Saskatchewan, or to the Unity MIPL/ TransGas interconnect.
The map below shows the location of the interconnect, and the location where MIPL is prepared to provide receipt capacity. Note: Provision of capacity on the MIPL pipeline shall have no inferred rights to capacity downstream of the interconnect between MIPL and TransGas. All requests for capacity on the TransGas system must be directed to TransGas.
Please review the following information before completing and submitting your Request Form. A separate form must be completed for multiple requests.
New MIPL Capacity
The section below includes information and instructions for completing the Request Form – Binding New Capacity Open Season for MIPL transport from Alberta to Saskatchewan at Macklin-Unity and/or Pierceland-Cold Lake:
- Effective Date: Customers must enter a requested effective date into the Request Form. The effective dates can be November 1, 2030, April 1, 2031, and/or April 1, 2032.
- Term Lengths: Customers must request a term of fifteen (15) years.
- Cost of Service/ Tolling: The cost for this service shall be billed in accordance with the rates set out in the MIPL Tariff. Current tolls are shown in Appendix A. MIPL rates are subject to change, particularly upon the introduction of incremental capital facility expansions. Customers shall be responsible for all tolls and deposit payable to NGTL associated with a successful bid in the NGTL FT-D2 service offering.
- Shed Notice & Renewal Rights: In accordance with the MIPL Tariff, successful bids for firm transportation contracts are granted renewal rights and shall be subject to automatic renewal following the initial contract term, unless the Customer provides notice of non-renewal at least 60 days before the renewal period. If no notice is provided, the contract shall be automatically renewed for a term of one (1) year. Contract renewal term may need to be longer for continued renewal rights.
- Additional Considerations: MIPL in-service dates may be delayed due to several reasons including, but not limited to, regulatory approvals, construction (interconnecting pipeline or MIPL facilities), Force Majeure events, or other factors beyond MIPL's reasonable control.
Open Season Process
- New capacity requests must be submitted by August 6, 2026 at 4:00 p.m. Saskatchewan time. In the event that NGTL has not completed the FT-D2 Allocation Process at that time, this date may be extended. At that time, all requests become irrevocable and binding on the Customer. MIPL shall notify Customers with initially successful requests no later than ten (10) business days after NGTL completes its review and award for FT-D2 transport. Accepted requests may use any of the indicated effective dates and any volume between the minimum and maximum, inclusive. Upon receipt, in the event of multiple requests that exceed the capacity offered by MIPL, the requests received will be evaluated and awarded based on the following:
- If the requests exceed the capacity available on a specific date, requests will be prorated. Proration will occur proportional to maximum requests on each available start date – if a Customer’s prorated allocation is less than their minimum request, that allocation will be zero. No further evaluation will be made to the Customer’s Request for Service. If any volume, up to the requested maximum is acceptable, identify the minimum volume as zero (0 GJ/day).
- The customer is only bound to the transportation contract if they are awarded FT-D2 transport through the 2026 NGTL FT-D2 Binding Open Season.
- Fulfillment of binding requests is not guaranteed. Once the binding term is complete, all unfulfilled requests will be terminated.
- MIPL will continue to evaluate Requests for Service until such time as the availability left in the Open Season has been awarded. If not fully subscribed, capacity at either the Cold Lake or Unity/ Macklin interconnects will be awarded on a first come, first serve basis.
- Future Binding MIPL Open Seasons may be offered at MIPL’s sole discretion.
- Bids for different periods/volumes/bid amounts must be on separate bid form. Bids by entities or their affiliates cannot exceed the available transportation capacity identified above (80,000 GJ/day at Cold Lake and 60,000 GJ/day at Unity/Macklin Compressor Station).
- A successful bid will only guarantee receipt capacity as far as identified above on the MIPL system. For a Customer to ensure that gas is available elsewhere in Saskatchewan, the Customer must make a request with TransGas for receipt capacity on downstream interconnecting pipelines and have an approved delivery contract.
- Any prospective Customers who wish to respond to this Binding Open Season, must execute a MIPL Service Agreement prior to submitting a bid form.
- Prior to awarding NTT or ETT contracts, Customers must meet security requirements as outlined in 10.1 of the Many Islands Pipe Lines (Canada) Limited Tariff within 30 calendar days of being awarded the MIPL service. If a Customer fails to meet these requirements within the timeframe identified, the MIPL service which was awarded will be retracted and managed at MIPL’s discretion.
- Once awarded, MIPL will enter the new contract terms into MyMIPL (Quorum Pipeline Transaction Management (QPTM)) on the Customer’s behalf. MIPL Customer Services will work with the Customer to understand how to nominate.
